Wedding Garter

I am making a garter for my niece as a surprise for her wedding. Can you tell me the average length of the elastic in a garter? All the infor I find just states, two to 3 inches shorter than her thigh circumference, which I do not know. She is relatively small, wears a women's 4-6.

oh wow she is small. Normally If you make it one inch wider then your own wrist (as she is smaller ) It will fit. Have some give to it so it can slide off but not fall off..ll....If you are desperate still to size the garter, buy one from the dollar store and maesure to yours...best of luck, Brandi
